I highly recommend finding an ID3 library for VB and using that.
Writing your own is certainly doable, but there are a lot of nuances
in the tag format, and if you get them wrong then other programs may
have problems reading your files.

As far as Winamp goes -- it produces clean tags, but realize that they
are ID3v2.3 tags, not 2.4. Make sure you're looking at the right
version of the standard. It also uses an expanded list of ID3v1
genres, so that's something to be aware of as well.
