No content length for Description field + no customers intended to
fill it = improperly handled case for UTF-16 encoding :)

This code was written more than year ago. I just forget that here is
no UTF-8. Anyway, now you have other point to use ISO8859-1 where it
possible or even stay out from filling the Description field until the
real people requests.
