[ID3 Dev] Alternate language track/album/performer titles

One approach might be to use, let's say a priv frame, with a  
description field like "internationalisations", and fill the frame  
with translations as required. So then we could try to formalise to  
some extent a format for those translations, so that any developer  
with a mind to could enable their software to read such a frame. I  
don't see this as breaking the spec, but to be useful would need a  
sort of sub-spec.
