[ID3 Dev] Question on ID3v2.3.0 ExtendedHeaderSize

Helo,

I would like to ask if the ExtendedHeaderSize of v2.3.0 is safed as an 
32bit Syncsafe Integer like in v2.4.0, and if it is not so in what way a 
standard conform prog should safe and read it.
