[ID3 Dev] Chapter frame addendum

Dear all,

Please find attached the proposed Chapter frame addendum. The zip file includes an HTML version with images and a plain text version. The addendum is based on revision 3 and can be applied to v2.3 and v2.4 tags.

If you have any final comments please submit them by the end of this week. Hopefully, these should only be minor since revision 3 has been available for quite a while. I'm keen to finalize and publish the document as soon as possible.
