[ID3 Dev] Moving forward on Chapter Frames

One question is problably whether existing implementations are lenient
enough to accomodate Chapter frames in v2.3 or 2.4 tags, even though they
are not part of the original spec (for example, how do the existing public
implementations like ID3Lib or the java library behave ?). If so, then I
would vote for having just an addendum, and making the frames legal in v2.3and
2.4.
 Otherwise, we have to go up one revision.
