[ID3 Dev] Update on ID3 Chapter tag publication efforts

Hi everyone,

The ID3 chapter tag proposal has been getting some attention from 
various directions over the last week and the second revision put forth 
looks relatively solid.

The ID3.org website has been updated to put the standard out in a more 
public location - hope that's okay with everyone - and the home page has 
been updated to let people know that there's been an update.

http://id3.org/develop.html  now contains a section entitled "ID3 work 
in progress" and within that section are links to ID3 chapter proposals 
and block diagrams.

Next Monday NetworkWorld is scheduled to publish an article that talks 
about ID3 and specifically the Chapter tag proposal in it's GearHead 
column.  http://www.networkworld.com/columnists/gearhead.html
