I need to ascertain one fact. The document I have 
(id3.org/id3v2.4.0-structure.txt) says each
frame header consists of 10 bytes.

The next byte is (always?) a zero and the actual information starts 
after that.

Is the frame header actually 11 bytes, or does the information require a 
leading zero, ignored by the reader ?

Some fields (COMM only I believe) have extra bytes consisting of "0 eng 
0". When this is present, can
it be detected in the frame header, or should the reader check for it ?

If the highest number that can be represented in the 32 bit synchsafe 
integer can store 28 bits of information,  are these bytes
values  7F 7F 7F 7F.  Or  are they  15 FF FF FF  ?

Hope that's not too much at once.
