[ID3 Dev] ID3 tag editor for PC

A recommendation for an editor already created?  If so for simple data I
like Winamp as already mentioned here.  For extended data I love Tag&Rename.

Hello all,
 
I've been skulking on this list since October.  I'm currently working on a
project that is going to read the id3v1 and 2 tags and I'd like to be able
to edit both types on my PC.  Does anyone have a good recommend for me?
When I check out cNet's download offerings I'm overwhelmed by the choices.
 
Any assistance is greatly appreciated.
