[ID3 Dev] ID3v1 <-> ID3v2

I would say that in most cases you should prefer the content from the ID3v2 tag for two reasons:
1. it is less likely to be truncated
2. you know the character encoding (unless it is improperly marked)

If I want to get the title for example, and both are different, which 
one should I choose ? Does a tag version have any priority on the other?
