[ID3 Dev] How the id3v2.2 and id3v2.3 exist at the same time

I am sorry,I have poor English...
I want to know this question:
Is "ID3v2.2 ID3v2.3 and ID3v2.4 Tag are all exist in one MP3 file" allowed?
If it is allowed,ID3v2.2 ID3v2.3 will be ignored?
or it is all depend on the tag-analyse software?
