[ID3 Dev] iTunes and Winamp only seem to recognise a value in the COMM frame as a comment if its short description is blank,

iTunes and Winamp only seem to recognise a value in the COMM frame as a 
comment if its short description is blank, am I right , and is this the 
case for most applications ?
