My take on the major reasons for this are:

1. There is no perceived need for v2.4.0, when v2.3.0 already includes so 
many frame types that are never used.

2. The v2 standard is not developer friendly.

3. The lack of a test suite for v2.4.0.  Until a test suite is available, 
v2.4.0 should be downgraded to a proposed specification only.
