[ID3 Dev] Implementation page updates

AudioTT (audio tagging tool) http://www.audiott.com/ has been added to 
the implementations page http://id3.org/implement.html

   AudioTT (ATT) is FREEWARE Audio Tagging Tool. It means that this 
application allows user to edit ID3 tags of MP3 files. If you don't know 
what ID3 tags are, first check out www.id3.org. ATT supports both ID3v1 
and ID3v2 tag editing in very smart way. Using this application you are 
able to edit your whole MP3 collection just by few mouse clicks.
