[ID3 Dev] re-tagging wav files

[synaptic fusion]

I recently received a hard drive with wav files that are listed by
catalogue number and would like to know if there is a way to bulk
encode these files to mp3 and link the appropriate meta data from an
excel spreedsheet.  Thank in advance.
