[ID3 Dev] Multiple frames and ID3v2

im reading the id3v2.4.0-structure.txt file but i have a doubt. is it
possible insert more than one frames with the same name(for example
TIT2) but difefrent value? and what is the behavior of the reader when
there are multiple frames with the same name?
