[ID3 Dev] Tag location - prepend/append combination

Hi,

I have another question concerning the location of a v2.4 tag.

As you know, there are three scenarios how one can write v2.4 tag:

   1. Prepend the tag.
   2. Prepend a tag with all vital information and add a second tag at
      the end of the file, before tags from other tagging systems. The
      first tag is required to have a SEEK frame.
   3. Add a tag at the end of the file, before tags from other tagging
      systems.

The 1. and the 3. scenario is clear for me. But I am not sure if I 
correctly understand the second scenario.
I have attached my interpretation of how such tag should look like. 
Please correct me if I'm doing something wrong.
