If I am reading your picture/diagram correctly, I think the SEEK offset is incorrect. The spec states "The 'minimum offset to next tag' is calculated from the end of this
tag to the beginning of the next". So I think that would be the offset from the end of the padding in the first tag to the header of the second tag. (In other words, it would be equal to the size of the audio data in your diagram.)
By the way, have you thought about becoming an editor for the wiki? I think diagrams like you included in your email would be a great addition and make things much easier to understand.

I have another question concerning the location of a v2.4 tag.
As you know, there are three scenarios how one can write v2.4 tag:
1.. Prepend the tag.
2.. Prepend a tag with all vital information and add a second tag at
the end of the file, before tags from other tagging systems. The
first tag is required to have a SEEK frame.
3.. Add a tag at the end of the file, before tags from other tagging
systems.
The 1. and the 3. scenario is clear for me. But I am not sure if I correctly understand the second scenario.
I have attached my interpretation of how such tag should look like. Please correct me if I'm doing something wrong.
