[ID3 Dev] updates to existing ID3v2 standards?

I think the opening paragraph states that this should be allowed

Not sure this fits as it's a modification, not a clarification, of a 
"standard" that's been out for a long time.

What about putting forth 2.3.1 and explain the branch and differences? 
It is always possible to change the language, ordering, and 
documentation around the "standards" documents in order to provide 
appropriate clarification.

Please note that a lot of people link into id3.org so it will be 
important to try and maintain external to internal link relationships 
(many are currently mapped with apache rewrite rules for the transition 
from raw html to a wiki).

Version control of changes is always tricky.  I'd like to suggest that 
we agree to point people to the document that best fits the current 
state of the art and then update the document, with version numbers, 
behind that pointer.
