[ID3 Dev] Alternate language track/album/performer titles

I guess a new rev of the spec could handle anything, but backwards
compatibility would still be a problem. You could always use the existing
frames as intended, and add a new private frame or similar to suit your
custom app, containing internationalised track info? At least then your app
will work, and everything else will too, with a suitable default.
