I think we don't have to talk about new specs. You can already embed any application-specific information into the tags with TXXX, WXXX, PRIV and GEOB frames. Saying that, you should use as less application-specific data as possible because no other application is going to be able to read this information. You don't need any official specification for application-specific data anyway.

Ah, well, if we're talking about new specs, I vote for a whole new  
spec, ID4, perhaps, that would have a few basic frames that even  
Apple and MS could understand, and then as many free-form,  
implementation-specific frames as anyone wants. :)
