[ID3 Dev] Alternate language track/album/performer titles

Ah, well, if we're talking about new specs, I vote for a whole new  
spec, ID4, perhaps, that would have a few basic frames that even  
Apple and MS could understand, and then as many free-form,  
implementation-specific frames as anyone wants. :)
